The tieflings are not supposed to be banned from the grove.
It is you who has taken them in, given them refuge for as long as they needed. A temporary home for them to settle in before their next journey. When you left the grove, you did not only do it for your people, for the druids there, but for them as well, to make sure that everyone is safe there. That everyone who would like to leave has a safe way to travel towards Baldur's Gate - or wherever else fate would take them.
